This is a brilliant dissection of the corporate personhood vs sovereign immunity question. I've always found the tension between de jure and de facto tests facinating, especially when states create entities that are technically separate but economically dependent on subsidies. The Biden v. Nebraska distinction you made is particuarly sharp, and I hadn't thought about standing injury vs legal personhood that way before. Definitely gonna be thinking about how this framework might play out with other hybrid entities like Amtrak.
